Underground Brackish Water
Alamogordo is located less than a mile from the Sacramento Mountains, to its east, and over 30 miles from the San Andres Mountains, to its west. The valley between these two mountain ranges, the “Tularosa Basin,” is recognized as one of the most significant brackish ground water repositories in New Mexico, by a US Geological Survey investigation.
The City of Alamogordo’s Waste Water Treatment Plant adjoins this Property. New Mexico applies the “prior appropriation” doctrine to all groundwater. Brackish water is subject to Office of the State Engineering (OSE) permitting, the same as fresh water. Water rights are use-specific and source-specific.
The 2025 Strategic Water Supply Act (HB 137, NMSA 72-12C-1 et seq.) creates a distinct legal category for brackish water, defined as groundwater with 1000+ mg/L TDS. It authorizes New Mexico Environmental Department/OSE to contract and grant funds to municipalities and counties for brackish treatment projects, with $40,000,000 in initial appropriations. This is a direct state incentive for exactly the kind of industrial-scale brackish use a data center would require, working in conjunction with Alamogordo or Otero County.
Any data center using brackish groundwater would require an OSE permit. That permit process includes public notice and hearing, to protect existing water right holders.
The underground water in the Alamogordo area has a southwesterly down-gradient, to the base of the San Andres Mountains, the lowest elevation in the Tularosa Basin. Therefore, installing new wells and pumping water can impact the water available to existing water rights holders downstream, to the southwest. However, there are no existing water right holders downstream for twenty miles from this property. These 1,330 acres are located on the upper edge of the brackish water reservoir, ideally sited for establishing new underground brackish water rights.
The estimated capacity of the treatable brackish water zone (3.6 million to 5.4 million acre feet) far exceeds any realistic data center demand. A large data center facility, consuming 5 million gallons per day, would use approximately 5,600 acre feet per year – a fraction of the identified brackish resource.
Best practice in the industry is now moving toward contractual requirements for non-potable or alternative water sources. Virginia, Nevada and even the nation state of Singapore have enacted or are enacting standards requiring data centers to secure non-potable supplies of water for cooling. This location offers the potential of two such sources, and the possibility for grant funds from the New Mexico Environmental Department/ Office of The State Engineer. The US Bureau of Reclamation has established its Brackish Ground Water National Desalination Research Facility in Alamogordo, precisely because of the Tularosa Basin’s groundwater brackish water resource. This facility can be a vital asset to a data center locating on this 1,330 acre site.
The question for a data center is not whether water is available, but under what conditions, and from what sources?

Utility Service Overview
The majority of the North Half, located outside of the Alamogordo City limits, has electric service and access to fiber optic and natural gas, but does not have access to the City-provided utilities: water and sewer, because it is not located within the city limits. The east 1500 feet of its highway frontage, to a depth of approximately 200 feet, is within the city limits, and therefore can receive the extension of city water and sewer.
